The internet service provider (ISP) market generally operates with few surprises, but 2024 saw some dramatic changes thanks to one word: competition.
The continued growth of 5G home internet and fiber ISPs has shaken things up for ISPs and consumers alike, as cable ISPs can no longer rest on their laurels if they want to keep subscribers around.

For this year’s edition of the CableTV.com Internet Customer Satisfaction Awards survey, we talked to more than 8,800 internet customers across the U.S. to see how they really felt about their ISPs.

Flexibility and bundles rule: Home internet trends for 2025
2025’s best internet providers for customer satisfaction
The best major ISPs for overall customer satisfaction in 2025 are Starlink, Google Fiber, T-Mobile, Xfinity, and Verizon. Most of these providers are 5G and fiber internet ISPs, but Xfinity is the sole exception.
Xfinity saw a 16% jump in its overall satisfaction score compared to last year, which helped it earn a top-five finish. The cable ISP’s prices were largely unchanged, but the provider made huge strides in internet performance and value. Among other perks, Xfinity launched its StreamSaver bundle and increased download speeds on its budget and mid-tier plans.
Your dollar’s going slightly further
Prices are always a major concern for shoppers, but ISPs worked to address those concerns in this year’s survey. More than 60% of CableTV.com respondents were highly satisfied with the cost of their internet service this year. While there’s still a long way to go until customers love their ISP pricing—we generally consider 70% to be our threshold for positive customer satisfaction—this was generally around an 8% jump compared to our 2024 survey.

That said, these changes rarely came in the form of a straight price cut. Some providers, like WOW, introduced flat-rate pricing that eliminated annual price hikes, while others, like Spectrum, upgraded their download speeds for free.
Fiber internet coverage still trails cable internet
Fiber internet offers the best performance for homes, but it continues to be the exception instead of the rule among our survey respondents.
DSL’s dwindling market share reflects its age, and this trend is reflected among ISPs and consumers alike. In this year’s survey, ISPs with fiber and DSL networks saw an approval rating gap of up to 20% between DSL and fiber customers. ISPs are also working to sunset their DSL service—for instance, AT&T has been migrating DSL customers onto its 5G Internet Air service, while parent company Lumen continues to move CenturyLink fiber subscribers onto Quantum Fiber.
The fiber internet space also saw new entrants last year thanks to T-Mobile’s acquisition of Lumos, Verizon’s Frontier purchase, and Bell’s acquisition of Ziply Fiber. We’ll see if this consolidation spurs additional network investment among competing fiber and cable ISPs.
Younger subscribers love internet and cell phone bundles
ISP cell phone services like Xfinity Mobile are commonplace nowadays as ISPs look for ways to keep subscribers around. Twenty-one percent of CableTV.com survey respondents reported having a cell phone and internet bundle, and this group also had a surprising demographic split.

Millennial and Gen Z respondents overwhelmingly prefer to bundle cell phone and internet service compared to older shoppers. Unsurprisingly, respondents above the age of 60 were also the most likely to have a landline phone.
Cost generally outweighs features for most shoppers when it comes to phone service. Additionally, ISP cell phone plans have virtually identical plan benefits when compared to major providers: You’ll get 5G speeds, large data caps, and nationwide coverage since many of these carriers run on Verizon, AT&T, or T-Mobile’s networks.
Considering these similarities, it’s easy to see why many younger and cost-conscious shoppers consider internet and cell phone bundles a great deal. Check out our full phone service section below for more insights.
Gigabit internet interest continues to lag
Multi-gig internet is the next technological frontier for home internet, but consumer interest is a sizable step behind ISP investments.
- 51% of respondents said they’d never heard about multi-gig internet plans.
- 66% of respondents said they wouldn’t need a multi-gig internet plan.
- Respondents were most willing to pay $70 for a 2Gbps internet plan and $80 for a 10Gbps plan.
These results were virtually identical to our 2024 poll, which indicates that multi-gig internet is far from crucial for most households.
Highest overall satisfaction
Can your ISP quickly solve your problems, or are they constantly leaving you hanging? In this section, we’ll cover how customers generally feel about their ISP— the best ISPs ensure their customers are satisfied, while the worst providers leave their customers feeling annoyed (or worse).
What is your overall satisfaction with your internet service provider?
The best ISPs for customer satisfaction are Starlink, Google Fiber, T-Mobile, Xfinity, and Verizon.
T-Mobile, Google Fiber, Starlink, and Verizon are returnees atop this survey category, but Xfinity broke into our top five slots thanks to a colossal year-over-year improvement. In last year’s survey, Xfinity was all the way down to 16th place with a 64% approval rating.
As for our other top performers, Starlink continues to lap the satellite ISP competition while Google Fiber and T-Mobile remain best-in-class among fiber and 5G ISPs, respectively.
For this year’s survey, we also adjusted our methodology and approach to regional ISPs by elevating our minimum sample group size to 100 respondents. As a result, this knocked out additional providers like Quantum Fiber, Ziply, and Earthlink.

On paper, there’s little in common with our three top-scoring ISPs. But all three offer strong customer service resources to help you solve any technical problem.
Starlink maintains a 24/7 support team that’ll reach out by email or phone, while Google Fiber has a full online support team alongside a small network of retail stores. T-Mobile has the biggest footprint compared to either provider thanks to its nationwide network of retail stores and full-sized customer service team. The best ISPs ensure that you’ll leave satisfied no matter how you engage with their customer service team.

Chalk it up to Starlink’s reliability or its ability to outperform the lackluster satellite ISP market, but Starlink customers continue to show up for the ISP. Starlink’s high 89% approval score earned it first place and lapped Google Fiber, T-Mobile, and Verizon by a sizable margin. Starlink’s prices are certainly higher compared to traditional fiber and cable ISPs. But if you’re a rural internet customer who previously settled for mobile hotspots or unreliable satellite ISPs, Starlink’s internet performance will likely turn you into a convert.

Starlink continues its first-place sweep in this section with a whopping 94% approval score, and it’s once again followed by Google Fiber and T-Mobile 5G Home Internet. These three ISPs target very different markets but found success by overdelivering on customer expectations for areas like reliability, performance, and value.
For this year’s survey, we also broke out our results by service type, which gave us separate results for a provider’s fiber internet, DSL, 5G, or cable internet customers. 5G home internet continues to outperform expectations, as Verizon 5G Home Internet’s approval rating ranked first among 5G ISPs and would’ve ranked second overall.

Best customer experience
Customer experience (CX) can take a lot of forms, whether you’re waiting for a technician appointment or trying to troubleshoot a router. No matter how you get your face time with an ISP, the best ISPs ensure that every interaction you have with them is a success.
How satisfied are you with your ISP’s customer support?
Google Fiber, Starlink, and T-Mobile led our polling for the top customer support teams. But they were also followed by a surprising addition: Atlantic Coast-based Armstrong.
Our survey saw few notable shifts outside of the top five. Spectrum, Xfinity, and AT&T sat in the middle of our results, and AT&T dipped below the 70% approval threshold for the second year in a row.
Surprisingly, AT&T’s scores were largely middling across its service portfolio— 77% of AT&T Fiber customers approved of AT&T’s customer service, compared to only 67% of Internet Air and DSL customers.
New entrant Brightspeed has ample room for improvement next year, as the DSL/fiber ISP landed in last place for this section.

Starlink continues its dominant streak, as the satellite ISP swapped places with Google Fiber to take yet another first-place finish. Among national cable ISPs, Xfinity led the pack with a 79% approval score, followed by Spectrum (74%), Cox (71%), and Optimum (66%).
It’s not impossible for smaller ISPs to compete on customer service, as Armstrong and Midwest-based fiber ISP Metronet cracked the top 10. But when ISPs eliminate phone agent teams, outsource their work to third-party technicians, or cut corners, it’s easy for customer service to get put on the wayside.

“We pay for extremely high-speed internet with Optimum but rarely get the speed we're supposed to. And on top of that, our internet drops constantly. We'll have internet one minute, then the next minute we don't. It's like a yo-yo. And contacting Optimum support is a nightmare. The operators are generally no help[...] We've had numerous techs show up on our front porch saying they're here to install our new internet when we already have it. One of them actually cut the line outside before he came to the door to tell us he was here to install. We had to wait hours waiting for him to fix that mistake. My husband works from home via internet; we need stable internet and just don't have it through Optimum. He was unable to work for a week at one point because of an outage that they took forever to fix[...] We're very limited in our choices for ISPs. We’ve already covered Starlink’s hot streak in this year’s survey, but the satellite ISP broke an additional record here. Starlink’s 95% approval mark was the highest for any provider this year, and the ISP managed to hit this mark twice.
Elsewhere, our polling results broke down along expected lines. National ISPs like Cox, AT&T, and Spectrum filled out the middle 70% tier, while smaller and regional ISPs like Astound and Breezeline struggled to break through the 60% approval threshold and bottom tier of our results.

Best bang for your buck
Price can mean many things when it comes to your internet service. Are you going to be paying extra for equipment fees? Will you be dealing with data overage charges? Should you look out for price increases after your first year? The best ISPs ensure you get value for your internet service and won’t make you jump through hoops to wring a few bucks out of your pocket.
Given your ISP’s internet service quality, how would you rate the price that you pay for them?
This year’s top-rated ISPs for price were Google Fiber, T-Mobile, Starlink, Metronet, and Armstrong.
Starlink’s high base price tag knocked it out of first place, although not by much—its 77% approval mark was only 3% behind Google Fiber and a point away from T-Mobile. Similarly, Google’s hardly the most affordable ISP thanks to pricing that starts at $70.00 monthly.
But at the same time, respondents in our survey generally valued performance and reliability over simply paying the least per month. Cable ISPs like WOW and Xfinity technically have cheaper pricing than Google Fiber and Starlink, but landed far behind both providers. As for T-Mobile, its ability to combine cable ISP reliability with flat-rate pricing helped it snag second place.

T-Mobile’s first-place finish is little surprise here given how it’s been positioned as a cable internet alternative. With 5G home internet, you’ll get cable internet speeds at cheaper prices and without a contract. It also finished first ahead of other home 5G ISPs—Verizon 5G Home Internet had a 72% approval rating.
Other national ISPs also worked to boost their standing among respondents, although there’s still a lot of room for improvement. Some providers, like AT&T and Verizon, slightly hiked their prices, while others, like Spectrum and Xfinity, kept prices steady but upgraded their download speeds.

Once again, Google Fiber, T-Mobile, and Starlink landed atop our survey results. As for the middle tier of ISPs, their static position reflects their lackluster standing among consumers regarding pricing.
Many of these ISPs either kept prices flat or raised them over the past year, but some have tried to work the margins to keep subscribers around. For example, Spectrum increased download speeds for its base internet plan to 500 Mbps, while Xfinity has started to roll out contract-free service in several regions.

What do internet customers think about their phone service?
Phone and internet bundles mean more than hooking up a landline these days. Numerous ISPs have gotten into the cell phone game with mobile virtual network operator (MVNO) brands like Xfinity Mobile and Optimum Mobile. In this section, we’ll highlight which MVNOs customers think are worth the money and how they stack up to the big carriers.
What phone services, if any, do you bundle with your internet?
Unsurprisingly, 5G ISPs led this category among homes with a cell phone and internet bundle. More than 50% of AT&T, Verizon, and T-Mobile respondents had cell phone service, which makes sense considering all three companies are primarily cell phone providers.
By comparison, MVNOs hovered around the 20% adoption rate mark. For most households, it’s generally harder to switch out cell phone providers on a dime, thanks to factors like hardware payment plans and service contracts.
How satisfied are you with the cost of your cell phone bundle?
All three major cell phone providers led the competition in cost satisfaction, although Xfinity Mobile impressively managed to tie Verizon in third place. We were initially surprised by these results since most major cell phone providers are pricier than MVNOs.
But at the same time, the major carriers also do aggressive cell phone and internet plan discounts to entice new customers. By comparison, MVNOs regularly offer cell phone service discounts and freebies, but you’ll rarely see an internet discount alongside those deals.
Cell phone and MVNO service reliability
One downside of MVNOs is their second-tier status regarding data prioritization. Cellular networks typically prioritize data from their customers ahead of MVNOs, which can lead to inconsistent performance during high-traffic periods like if you’re walking through a train station or attending a football game.
Our polling largely bore this trend out—MVNOs were generally a step behind the major carriers, although Xfinity Mobile and Optimum Mobile were notable exceptions to the rule. In particular, Xfinity had a first-place overall finish, with 87% of respondents saying that they had few reliability issues with Xfinity Mobile.
ISP cell phones and customer service
When you’re having phone problems, can you go down to the store, or will you need to block out a few days for troubleshooting? T-Mobile, Xfinity, and Verizon led among our respondents for customer support satisfaction—all three providers have a nationwide network of retail stores that make it easy to purchase and troubleshoot cell phones.
Overall phone service satisfaction
T-Mobile, Xfinity Mobile, Verizon, and AT&T led the competition among our respondents. Unsurprisingly, landline customers were less satisfied than cell phone customers across the board—you’ll still be paying around $20 monthly for landline service without anywhere near as many features as smartphone customers.
Highest customer loyalty
With even more ISP competition, customer loyalty is more important than ever these days for providers. Is your ISP good enough to make you stick around, or do its annual price hikes and slow speeds mean you’ll jump ship at the soonest opportunity?
How likely are you to continue subscribing to your ISP for internet services?
Starlink, Google Fiber, T-Mobile, Armstrong, Verizon, Xfinity, and Metronet led ISPs among our respondents. Armstrong, Verizon, and Xfinity also had a three-way tie for fourth place.
In particular, Armstrong continues to outperform the competition by impressive margins. The regional ISP has a small footprint and higher prices than the competition, but it was right in line with national competitors like Verizon and Xfinity. Metronet also landed another top-five finish in our survey, which reflects how the regional fiber ISP has benefited from strong word of mouth.

Word of mouth goes a long way, and it helps explain why satellite ISPs Starlink and HughesNet had first-place and last-place finishes in this section. HughesNet’s worked to bridge the gap between itself and Starlink with improvements like streamlined pricing, but Starlink’s high score in this category reflects the strong loyalty it inspires among subscribers.
Armstrong, Metronet, and Verizon were also the only other providers (alongside our top three finishers) to crack the 70% approval mark among respondents.

T-Mobile led this category for the second year in a row, although the margins remain low. T-Mobile, Armstrong, and Google were the only providers to crack the 50% approval mark.
Notably, Starlink’s high base pricing finally knocked it out of a top-three finish for the first time. As for T-Mobile, Google, AT&T, and Armstrong, all four providers have additional internet service tiers alongside bundle options. Internet upgrades continue to be a rare occurrence for subscribers—most people won’t upgrade unless their household’s internet needs change dramatically—but the best ISPs provide options and incentives for customers.
These tepid scores also illustrate why ISPs have gotten into diversifying their income streams. Mobile phone bundles continue to be a huge growth area for internet providers and an attractive product for customers, as services like Spectrum Mobile, Optimum Mobile, and Xfinity Mobile become a central part of ISP bundle offerings.

Are you satisfied with your ISP’s reliability?
The best ISPs for internet reliability are Starlink, Google Fiber, Metronet, Verizon, and Xfinity. We define internet reliability as whether or not your internet stays connected—outages can come from culprits like bad weather taking down a power line or poorly maintained networks.
T-Mobile notably dropped out of the top five, as home 5G ISPs generally have more connection volatility than traditional cable and fiber ISPs. Elsewhere, our survey results broke down into the expected tiers by fiber, cable, DSL, and satellite ISPs.
However, mid-major cable ISPs like WOW, Astound, and Optimum dropped below the 70% approval threshold. At the same time, larger competitors like Xfinity, Cox, and Spectrum managed to get over the 70% approval line from last year to this year’s survey.

Starlink, Google Fiber, Xfinity, Verizon, and Metronet were the best ISPs for internet speeds in this year’s survey. We define internet speeds in terms of performance consistency—the best providers offer a combination of fast and reliable internet speeds.
In particular, Xfinity’s top-three marks in our internet speed and reliability played a huge role in its strong showing in this year’s survey and overall satisfaction ranking. Xfinity saw decent year-over-year improvements throughout our polling but had colossal 10% approval rating jumps in our speed and reliability sections.
Like other national ISPs, Xfinity offers options for every part of the internet setup process to maintain a quality internet connection baseline. Xfinity techs will get your home network set up, and Xfinity’s Wi-Fi hardware ecosystem will keep your connection running. Xfinity was outside the top five in areas like customer support and price, but when it comes to your actual internet connection, Xfinity customers felt that they did the work this year.

The best ISPs ensure that you spend minimal time troubleshooting during the internet setup process. Most of our top-rated ISPs rely on a similar playbook of self-installation kits, strong network coverage, and responsive technicians to ensure that your internet connection will be ready to go out of the box.
Few ISPs dropped the ball here—only two providers fell under the 70% approval mark, and six providers exceeded 80% approval scores. Cable ISP Spectrum also made its first top-three appearance and narrowly avoided the third-place logjam between Armstrong, Google, T-Mobile, and Verizon.

This year’s top-performing providers used differing approaches when it comes to modem and internet hardware. Google Fiber and Verizon offer bundled hardware at no additional cost, while Starlink and Metronet have equipment fees or charges. But performance always wins out in the end, and these providers hit the mark when it comes to getting your home online.

We surveyed more than 8,800 people across the U.S. to measure their satisfaction with their internet providers. Our sample reflected broader U.S. demographics (e.g., gender, race, age, etc.) and was analyzed using prevailing industry standards by our data experts.
